Scale or stop

Do not declare the redevelopment successful from installed capacity alone. Add demand only where the operator can demonstrate adequate service and safe wastewater handling.

Fund delivery

Separate capital contracts from annual electricity, chemicals, staff, spares and maintenance. Publish the unfunded operating requirement and cost of interim support.

Ask participating employers for real vacancies and purchase needs. Recruit a small, openly selected cohort. Fund transport, childcare or disability access where these prevent participation. Set a baseline before training begins.

Months 3–12

Link paid placements to supervised work and recognised credentials. Test small supplier contracts with clear specifications and prompt payment. Compare outcomes with a suitable baseline or comparison group.

Measure

Paid starts, 90- and 180-day retention, hours and earnings; repeat supplier sales, margins and payment delays. Separate Vieux Fort South residents from the wider southern catchment.

Scale or stop

Expand after sustained earnings or viable repeat sales improve. Redesign courses with no employer demand, unpaid placements or high dropout. Protect fair access and competitive procurement.

Fund delivery

Cost support per sustained placement, including supervision and participant expenses. Use existing institutions first; avoid creating a new office before testing the service.

Treat service location, staffing and the journey to care as one southern health-access plan.

Proposed lead

St Jude Hospital and Health, with transport providers, disability groups and neighbouring councils.

First 90 days

Publish a dated service-by-service location guide and referral arrangements. Audit journeys from town, Black Bay, La Ressource and neighbouring communities. Test backup utilities, handovers and accessible transport.

Months 3–12

Pilot scheduled patient transport where justified. Align each service transfer with staff, equipment, supplies and clinical approval. Plan any stadium transition separately with its future operator.

Measure

Missed appointments attributable to travel, transfer times, cancelled services, staff coverage and backup uptime. Use anonymous aggregate reporting with suitable clinical oversight.

Scale or stop

Move a service only when its clinical team accepts readiness and continuity arrangements. A building handover or staffing percentage is insufficient.

Fund delivery

Show recurrent staffing, supplies, maintenance and transport costs separately from reconstruction spending. Do not fund new services by leaving essential recurring costs unprovided.

Protect fishers' livelihoods, beaches and habitat while improving sanitation, safety and market access.

Proposed lead

Fisheries and the fishers' co-operative with SLNT, SLASPA, Health, waste services and coastal businesses.

First 90 days

Confirm fisheries-complex works and inspect water, ice, cold storage, safe landing and waste routes. Map lawful public access and sensitive habitat using official boundaries and local checks.

Months 3–12

Pilot reliable cold-chain and buyer services before building expensive new capacity. Agree sargassum collection, worker protection and approved disposal. Restore wetland water flows only after site assessment.

Measure

Fishing days lost, spoilage, net fisher income, equipment uptime, sanitation failures, access closures and repeat shoreline or habitat observations.

Scale or stop

Require usable landings, viable operating costs and environmental approval before expansion. Do not scale a sargassum product without contaminant testing, safe handling and a viable buyer.

Fund delivery

Cost operations across a full season. Publish equipment ownership, replacement provision and transparent charges; test insurance affordability and exclusions before subsidising uptake.

Improve the everyday routes between homes, shops, buses, schools and services while keeping future land choices open.

Proposed lead

Infrastructure, the council, Housing/NHC and DCA, with utility operators, vendors and public-transport representatives.

First 90 days

Publish a joined register for the administrative complex, land lots, roads and drainage: responsible office, permission, contract, actual stage, access arrangements and next evidence due. Walk key routes with residents.

Months 3–12

Bundle modest drainage, shade, lighting, crossings and accessible footpath repairs. Disclose lot servicing, affordability and selection criteria before treating land announcements as delivered homes.

Measure

Accessible route continuity, rain-related closures, defects, journey costs, occupancy of serviced lots and maintained public facilities. Record displaced activity and construction disruption.

Scale or stop

Keep land assembly and long commitments conditional on demand, utilities, drainage and transparent terms. Occupancy requires service acceptance and safe access, not only a title or road cut.

Fund delivery

Publish costed options, contingencies, annual upkeep and the named operator. Make smaller, reversible improvements where they solve the immediate problem.

Build on local support and learning services while testing what improves people's safety and prospects.

Proposed lead

Equity, Education, Police and community organisations, with independent safeguarding and consent procedures.

First 90 days

Verify counselling-room availability, confidential referral routes and staff coverage. Identify school-to-work gaps with young people. Agree an anonymous baseline and a small pilot with trusted providers.

Months 3–12

Pair case support and paid learning pathways with safer public routes and victim support. Evaluate delivery and outcomes; protect access regardless of political affiliation.

Measure

Referral waiting time, support completion, school or paid-work retention, repeat victimisation where safely measurable, and residents' reported safety using a consistent method.

Scale or stop

Change providers or programme design when safeguarding fails or referrals cannot be met. Never use an old crime designation, arrests alone or participant counts as proof of current safety.

Fund delivery

Fund qualified supervision, confidentiality, transport and follow-up as part of the service. Do not publish identifiable case records or stigmatise a neighbourhood.
