The evidence desk records a provisional minimum of 18 deaths: July’s police-attributed 16 plus two separate August fatalities. Four July-anchor deaths remain unmatched. The misleading annualised projection and comparison with a fatal-collision count have been removed.

The proposal measures the whole passenger journey and effects on nearby streets. Costs, legal authority, operator arrangements and stop or scale rules must be agreed before rollout. International examples are distinguished from local forecasts.

The announced distribution covers broadcast, carnival, general and live-event royalties collected across ECCO territories from 1 January to 31 December 2025, plus foreign income from sister societies and the Mechanical Licensing Collective. It is a regional allocation, not a reported EC$1.7 million payment to Saint Lucian creators. The notice also says commercial-user non-compliance continues to reduce collections. A scheduled distribution does not by itself confirm that every payment was completed. The release does not publish Saint Lucia's share, the number of local recipients, repertoire or usage categories, deductions, collection coverage, payment timeliness or disputed and unmatched royalties.
