Mobility is now a central balance-sheet asset, not a reputational footnote. The structural budget uses only a conservative rolling draw and must survive zero receipts, application decline, mobility action, project delay and a hurricane occurring together.

Water reliability
The tariff is conditioned on a quarterly account of what revenue bought. Missed controllable milestones can now trigger a corrective plan or temporary bill credit instead of relying on after-the-fact reassurance.

The target is no longer treated as a capacity race. Geothermal remains a real option with exit gates; distributed generation scales feeder by feeder only when protection, storage, tariff distribution and installer capability are ready.

The recommendation now measures local wages, supply, services and productive assets per visitor and per scarce unit. Every incentive must survive a full fiscal NPV, additionality test and a 20 percent arrivals stress case.
