Rain-related route closures, days farms are inaccessible, repeat blockages, crop-loss reports and repaired assets still functioning after storms. Add water use per saleable crop unit where measurement is feasible.

Decision gate

Require engineering and environmental review for works that alter river flow or move flood risk onto neighbours. Expand only when maintenance capacity and downstream effects are understood.

Cost and upkeep

Cost routine inspections and desilting alongside works. Start with assets whose repair protects several farms, homes or services; do not count historical installed acreage as present coverage.

Help farms earn more from reliable quality, delivery and repeat sales while limiting waste and unsold gluts.

Increase production or processing capacity only after buyers repeat orders and margins cover operations. Redesign if support creates dependency on one buyer or transfers losses to farmers.

Use existing facilities first. Price collection, cooling, energy and maintenance before committing to new buildings; do not equate gross sales with household income.

Completion, paid starts, earnings and 90/180-day retention; repeat customer work and participant costs. Report constituency residency separately from a wider training catchment.

Decision gate

Expand after sustained paid work improves. Change courses with little demand or high exclusion. Protect fair recruitment, worker rights and community ownership of cultural knowledge.

Cost and upkeep

Include supervision, equipment maintenance and participant support in the cost per sustained outcome. Training attendance and satisfaction are useful delivery checks, not proof of jobs.

Turn restored facilities into dependable access to dental care, chronic-disease support and healthier surroundings.

Cancelled clinics, missed appointments linked to access, referral completion and repeat waste hotspots. Clinicians choose appropriate anonymous health measures with consistent denominators.

Decision gate

Scale outreach only when receiving services can meet referrals. Respond immediately to unsafe care or confidentiality failures. Never infer disease reduction from a clean-up or workshop alone.

Cost and upkeep

Fund staff time, supplies, privacy, transport and maintenance. Keep buildings, recurrent clinical services and environmental-health operations separately accountable.
